Exchange of views with Ms. Noda, Assistant Secretary-General, Assistant Administrator, and Director of the Crisis Bureau of UNDP, on IDP response in Nigeria

On 23 October 2025, Ambassador Hideo Suzuki held discussions with Ms. NODA Shoko, Assistant Secretary-General of the United Nations/Associate Administrator of the United Nations Development Programme (UNDP) and Director of the UNDP Bureau for the Management of Crises, to discuss the response to internally displaced persons (IDPs) in Nigeria. Ms. Noda was visiting Nigeria, a priority country, alongside the International Organization for Migration (IOM) Deputy Director-General Daniels (Ugochi Daniels) and the United Nations High Commissioner for Refugees (UNHCR) Deputy High Commissioner Mazou (Raouf Mazou), to strengthen global coordination between UNDP, UNHCR, and IOM in addressing internally displaced persons (IDPs).
Ms Noda emphasised the need to advance both humanitarian assistance and development cooperation in tandem to address the needs of IDPs. She commended Yobe State as a positive example for formulating its State Action Plan on Durable Solutions and allocating 24% of its annual state budget to its implementation. She also indicated her intention to encourage other states to undertake similar initiatives and to urge the Federal Government of Nigeria to incorporate durable solutions into its National Development Plan.
